President Lungu’s speech in parliament was full of empty lies claims Nevers Mumba

MMD President Nevers Mumba says President Lungu’s parliament speech was full of empty lies.

Dr Mumba in a statement yesterday stated that President Lungu had no moral right to be making another set of big promises when the Patriotic Front (PF) government had miserably failed to fulfill their previous promises.

“As Movement for Multiparty Democracy (MMD), our reaction to the speech by President Edgar Chagwa Lungu on the occasion of the opening of the Fifth session of the Eleventh National Assembly last Friday the 18th of September 2015 can be summed up in two words; empty lies. The PF was elected in 2011 on a platform of lies and deceit with their ‘More money in your pockets’ slogan which really meant ‘No money in your pockets’ for the rest of us but more money in ‘their’ pockets,” Dr. Mumba stated.

“The last four years of their disastrous misrule has demonstrated their lies, corruption and incompetence beyond reasonable doubt and the speech by the president was unfortunately more of the same lies and empty promises. It is clear that the whole speech was written for the president with little input from him and we are fairly certain he shall achieve very little of what he read because his heart and mind is not in it. We could clearly see things in it that were lifted from some of our statements in the recent past.”
Dr Mumba stated that it was not possible for the PF government to eliminate wastage of public resources when President Lungu had created five new ministries.

“If the President believes in eliminating wastage of public resources, why has he created five new ministries at huge cost to taxpayers? Five new ministries are clearly not a priority under the current difficult economic circumstances where the government is running a huge widening budget deficit with ever reducing funding to line ministries,” he stated.

Dr Mumba stated that five new ministries meant five new ministers with a settling in allowance of about K100, 000 each and two brand new VX Land cruisers with a landed cost of over K1 million kwacha each.

“We estimate that it will cost around K2.5 million per minister and K1.5 million per deputy minister just to set these people up before they have worked a single day, not to mention costs associated with permanent secretaries and directors,” he stated.
Dr Mumba stated that the five new ministries were meant to be used to appoint opposition members of parliament in a feeble attempt to strengthen the PF.

He stated that if President Lungu appointed two deputy ministers per ministry, he would have 15 positions available.

“The total annual cost of maintaining a minister in salaries and allowances is K320, 000 per year as per Statutory Instrument 92 of 2013 covering the Ministerial and Parliamentary Offices (Emoluments) Act. The figure is K303, 000 for deputy ministers. The total cost of just setting up these 15 new officials will be around K30 million before we add all the other costs of setting up a new ministry which include offices, furniture, vehicles, computers, new employees, security, etc. Adding in salaries for everyone and other running expenses for the next one year means hundreds of millions of kwacha wasted just to create jobs and award corrupt contracts to PF supporters. The projected budget deficit of 7.7 per cent of GDP by the IMF in 2015 is certain to be closer to 10 per cent,” Dr Mumba stated.

He stated that each of the five new ministries would cost K100 million to set up and run for a year, including settling in allowances for top officials and other incidental costs.

Dr Mumba stated that K500 million could build 17 new boarding schools at K30 million each, 833 rural health centers at K600,000 each which is double the price it was when MMD was in power and 625 rural basic schools at K800,000 each.

“This is why we say the speech was empty lies. It is lies because how can President Lungu hope to achieve all the other things listed in his speech that include ambitious infrastructure programs when over 60 per cent of the budget shall be spent on personal emoluments for his cadres and part of the rest lost in corrupt contracts also for his cadres?” he stated.

Dr. Mumba stated that Zambians were not stupid and that they could see through President Lungu’s smoke and mirrors game.
He stated that in the entire speech, President Lungu did not address the highly volatile kwacha to dollar exchange rate to give practical solutions.
Dr Mumba stated that blaming low copper prices or a global economic downturn was not tenable because prices of copper were much lower at different points during the MMD rule but that the MMD did not have the extreme problems Zambia was currently experiencing.
He stated that President Lungu had made unrealistic projections on Zambia’s electricity capacity.

Dr Mumba stated that President Lungu claimed that Zambia shall have surplus electricity in about a year which was simply unbelievable because the country was in a power deficit that would take years to be removed and that new demand for electricity was coming online every year.

“The current PF plans to add new electricity capacity at Maamba and Itezhi-Tezhi and do minor upgrades at other plants are simply not enough to remove the current power deficit within a year from now,” Dr. Mumba stated.

He stated that President Lungu also failed to address the impending double digit inflation that was almost inevitable by next year.
Dr Mumba stated that prices of most commodities were already rising, partly due to the weakening of the kwacha and reduced manufacturing capacity arising from electricity load shedding.

He stated that Zambians could see through the lies and deception of the PF and that they (Zambians) were getting ready to boot out the PF in 2016.

“The corrupt incompetent PF government was a huge mistake to be elected and Zambians are ready to put things right by electing a new government that shall give them new hope and enable them improve their material living conditions,” stated Dr Mumba.

President Lungu’s Speech was on point says Amos Chanda

PRESIDENT Edgar Lungu’s special assistant for press and public relations Amos Chanda says the Head of State’s parliament speech addressed all the issues. 


Responding to journalists after a press briefing on the decisions made by Cabinet at State House on yesterday, Mr. Chanda said it was unfortunate that President Lungu’s critics were claiming that the Head of State did not address the issue of the Kwacha in his parliament speech.

”As far as we are concerned, the President’s parliament speech addressed all the issues, ” he said.


And Mr. Chanda said Mopani Copper Mine owners have assured President Lungu that they would inject huge sums of money in the mine so as to modernise it.


Meanwhile, acting chief government spokesperson Vincent Mwale said Cabinet had approved the Anti-Money Laundering/Countering the Financing of Terrorism National Strategy 2015-2017.
He said the Strategy provided a clear roadmap of how the Anti-Money Laundering/Countering the Financing of Terrorism system would develop and deliver effective outcomes. “This is in line with the global trends and techniques in dealing with the vice,” he said.


Mr. Mwale said Cabinet had approved the signing of the Memorandum of Understanding between the Drug Enforcement Commission (DEC) of Zambia and the Drug Enforcement Administration (DEA) of the United States of America.
He said the Memorandum of Understanding would enhance International cooperation in combating illicit drugs and control over chemical precursors, which are causing substantial harm to people across boundaries.
He said Cabinet had approved in principle, the introduction of a Bill in Parliament to provide for the utilisation of movable assets as collateral and the creation of security interests in movable property and repeal the Trades Charges Act of 1973.

Mr. Mwale said Cabinet had approved recognition of June 13 as the International Albinism Awareness Day.
He said the International Albinism Awareness day would help to promote and protect the rights of people living with albinism.

”This could not have come at a better time than now when the country is still concerned at the brutal murder of an Albino woman in Lundazi in June this year, suspected to have been a ritual killing,” he said.
On the Civil Aviation Bill, Mr. Mwale said Cabinet had approved the Civil Aviation Bill, 2015, for publication and introduction in Parliament.
He said the Bill was aimed at consolidating the various laws on aviation and repeal the Aviation Act, 1995 in order to provide for the general promotion of the safe, secure and efficient use of civil aviation as well as to give effect to the International Convention on Civil Aviation signed in Chicago on 7th December, 1944, and all other international agreements on civil aviation to which Zambia is a State party.
Mr. Mwale also said
Cabinet had approved that Zambia should host the Africa Youth under twenty (U20) Championship in 2017 in order to promote the development of Sport in the country.

Government commends Proflight Zambia for opening Lusaka-Durban route

GOVERNMENT says the launch of a direct flight to Durban by Proflight will supplement government’s efforts meant to turn Zambia into a hub for air travel throughout the region.

Zambia’s High Commissioner-Designate to South Africa, His Excellency Mr. Emmanuel Mwamba said this at the launch of the route held at the International Convention Centre in Durban yesterday.

Mr. Mwamba said the Government supported the decision by Proflight Zambia to deploy its aviation assets between the two economic centres of Southern Africa, that is, Lusaka and Durban. He said the launch was a culmination of the Zambian Government’s continuous commitment to the success and advancement of the commercial aviation industry in the country.

He noted that Government has begun to take full advantage of Zambia’s geographical location, which he said made the country a natural transport hub and transit point within the sub-region and beyond.

“Government’s goal is to ensure that Zambia becomes the preferred transit point in the region. In order to achieve this; apart from investing in road, rail and water transportation, Government has commenced the modernisation and upgrading of airport infrastructure which include international airports, provincial and selected district aerodromes at an estimated cost of 1.7 billion United States dollars.

“We want to develop an integrated, reliable and efficient transport system to leverage our central location to ensure that at least 25% of all cargo traffic south of the equator is processed through Zambia by 2064,” Mr. Mwamba said.

He noted that Government’s support of ventures such as the launch of the Proflight route was an indication of Zambia’s continuous commitment to attaining real regional integration, especially within the SADC region, as well as to the facilitation of the movement of goods and people.

Mr. Mwamba noted President Edgar Lungu’s announcement in his address to National Assembly on Friday last week that Zambia would soon ratify the tripartite free trade area agreement which would make the country part of the largest free trade area in Africa with a combined GDP of 1.3 trillion United States dollars was an exceptional undertaking considering that Africa continued to be a highly competitive market.

He said Air Transport was a critical industry with a significant impact on the African economy and should play a pivotal role in realising the objectives of the envisaged tripartite free trade area.

This is because Government has always believed that the aviation sector had potential to contribute to tourism development, increased business and transformation of our economy.

“The city of Durban is home to a number of multi-national companies, including retail and automotive sectors, which have their head offices in Durban and in the SADC region. These use air services for both their business travel and cargo transport requirements. It is our hope that with more Zambians being availed of easier channels through which they can be part of the commerce taking place in the city of Durban, Zambia will be able to turn around the trade imbalance,” he said.

The High Commissioner said Durban has proved itself as a great host for international events and conferences; establishing itself as a conference, business and leisure travel destination of choice. He said with the flight schedule that Proflight has put up, it would be easy for Zambians to travel to Durban for just a weekend or even longer periods to attend to urgent business of meetings.
“More than anything else, this route will consolidate and further advance the relations, not only between the Republics of Zambia and South Africa, but most importantly, the old ties and bonds of comradeship, friendship and fraternity between Zambians and South Africans. This will further strengthen political and economic relations with South Africa,” Mr. Mwamba said.

And Kwa Zulu-Natal Member of the Executive Committee for Economic Development, Tourism and Environmental Affairs; Mr Michael Mabuyakhulu said the launch of the route proved that Proflight was genuinely determined to ensure that it expanded its operations.
Mr. Mabuyakhulu said South Africa valued the launch of the route which coincided with the renowned World Routes Development Summit in Durban, the first-ever to be held in Africa.

He said South Africa wanted to promote sustainable airline routes with the rest of the world.

And Proflight Director of Government and Industry Affairs, Captain Philip Lemba said the launch of the flight was great economic news for Zambia because it will bring about increased tourist arrivals which would benefit the country and promote it abroad. He said a closer link as a result of the service would promote trade and business for Zambia and South Africa.

“As Proflight, we believe this flight is an important opportunity for Zambians to do more business in South Africa, which is after all our largest trading partner,” Captain Lemba said.

Proflight will fly three times a week to Durban using its 50-seater CRJ-100 aircraft.

Police reinforce manpower in Solwezi West and Lubasenshi Constituencies

ZAMBIA Police Service says political players in tomorrow’s by-elections should abide by the provisions of the Electoral Code of Conduct.

In a statement, Zambia police spokesperson Charity Munganga-Chanda stated that the police had reinforced manpower in both constituencies.

“The Zambia Police Service would like to urge all the political players in the by-elections that will be held tomorrow 24th September 2015 in Solwezi West and Lubasenshi Constituencies to abide by the provisions of the Electoral Code of Conduct. We would also like to assure the electorates in the two Constituencies that officers will be at hand to ensure that they exercise their democratic right freely without any form of intimidation or threats,” Ms. Munganga-Chanda stated.

She stated that police had stepped up its patrols to handle any volatile situation that may arise.
“We expect all political parties to conduct themselves in a peaceful manner and that Police officers will receive maximum cooperation from all the stakeholders during and after the by-elections,” she said.

Ms. Munganga-Chanda stated that all those who would opt to perpetrate any form of electoral violence would be dealt with according to the provisions of the law.

“We therefore urge members of the public to report anyone suspected to abrogate the provisions of the electoral code of conduct to the nearest Police officer or stakeholder,” stated Ms. Munganga-Chanda.

Government releases K576.6 million for civil servants salaries

THE government has released K576.6 million for civil servants salaries.

The ministry of finance said to ensure that salaries are efficiently paid before the end of every month, all civil servants are on the Direct-Debit and Credit Clearing (DDAC) system.

“The treasury has released K576.6 million for civil servants salaries for the month of September, 2015. This brings the total amount of funds released for payment of salaries since January to K8.6 billion,” Ministry of Finance said.

The Ministry of Finance said it was expected that the released funds would be credited to the accounts of workers within 24 hours, in accordance with the service level agreements signed with various commercial banks and in the spirit of the enhanced cash and treasury management reforms which the government was undertaking.

“It is not the intention of government to snap the patience of workers in paying salaries in a timely manner. In line with government’s commitment to the plight of workers, the treasury will endeavor to pay salaries timely and before the end of every single month. We have so far done it successfully and will continue to apply this best practice,” said the Ministry of Finance.

UPND leader Hakainde Hichilema says democracy will only prevail if Zambians remain united and determined.

Mr. Hichilema called on his members to maintain peace at all time.

“If we remain united and determined then democracy will prevail,” Mr. Hichilema said.

“As we come to the end of our by-election campaigns in Solwezi West and Lubansenshi, I would like to thank our teams and supporters who have worked hard to spread our message of economic deliverance and public service and sacrifice over the past few weeks.

Together, we can take back control of our economy and deliver sustainable improvements in the standard of living. Not just for a few Zambians, but across all areas of the country, across all age groups, gender and sector.”

Mr. Hichilema called on his supporters for peace and vigilance during the voting period.

He said there was need for his party members to stand strong in the face of intimidation and not be afraid to speak out despite the threats that were made against them.

He said the by-elections, while a distraction from the economic and electricity challenges, should serve as a reminder to those watching that now is the time to get their NRC and voters cards. “Let us take this opportunity to remind friends and family of this fact. Without them you will be unable to vote in next years general elections and the time for obtaining them in each area is limited so please contact your local representative and officials to confirm the details,” he said.

Mr. Hichilema said opposition political parties had seen a trend of increasing intimidation in the run up to voting day.

Mr. Hichilema said officials were arresting their candidates on dubious grounds and threatened to expel them from the area if they continued their campaigns.

“The level of intimidation and harassment, as well as the spreading of false media reports and unsubstantiated allegations is compromising the freedom of the vote and undermining our highly prized peace and stability. At this time of economic turmoil we can ill afford to fight each other,” said Mr. Hichilema.

DEC arrests 35 people for trafficking in various quantities of cannabis

THE Drug Enforcement Commission has arrested over 35 people for trafficking in various quantities of cannabis.

Drug Enforcement Commission public relations officer Theresa Katongo in a statement stated that all the suspects would appear in court soon.

“The Drug Enforcement Commission has arrested over 35 people countrywide for trafficking in various quantities of cannabis.

Those arrested include a Malawian national, Adam Phiri, of Bokola village in Mchinji District in Malawi for trafficking in 10.7kg of loose cannabis,” Ms. Katongo stated.

Others arrested are Robby Mwansa, 55, a Peasant farmer of Malole village in Mumbwa District for trafficking in 15.6kg of loose cannabis; Nelson Mumba, 21, of Nakoli area in Kabwe District for trafficking in 13.4kg of loose cannabis, and Joseph Tembo, 55, a peasant farmer of Nyundo village in Chibombo District for trafficking in loose cannabis weighing 10.72kg.

Ms. Katongo stated that the Commission had also arrested Robert Sangambo, 34, a peasant farmer of Mabebe area in Kabompo District for trafficking in loose cannabis weighing 12kg.


Police condemn UPND for their riotous behaviour in Solwezi yesterday

INSPECTOR General of police Stella Libongani has condemned the UPND for their riotous behaviour in Solwezi yesterday.

Mrs. Libongani said the people apprehended during the confusion that was in Solwezi West Constituency would be charged accordingly.

“The Zambia Police Service would like to condemn the conduct of the UPND cadres for turning riotous after being advised by officers and school management not to conduct a rally at Manyama Basic School grounds in Kalumbila on account of lack of prior notice,” Mrs. Libongani said.

“Instead of adhering to Police advice, the cadres started throwing stones, blocked the road as well as smashing police equipment that was in the nearby Police Post. This act left two police officers with head injuries forcing the Police to use tear gas in order to disperse the riotous cadres.”

Mrs. Libongani said 21 people were apprehended and were currently in custody and would be charged accordingly.

“This happened on 23rd September 2015 between 16 and 21:00 hours. Apart from the two officers who were injured by the cadres, the police have not received any other report of injury or fatality as a result of the incident,” she said.

And Mrs. Libongani said the situation in Solwezi West and Lubensenshi is quiet and voting is going on smoothly. She said Police were continuing with operations in both constituencies in order to ensure that the remaining period was well policed.

Mrs. Libongani said the officers will also monitor the movement of ballot boxes to the totaling centers until the whole process is over.

International artists for the Stanbic Jazz festival in next week

STANBIC bank head of Marketing and Communications Perry Siame says international artists for the Stanbic jazz festival will start arriving next week.

During a press briefing Mr. Siame said tickets for the jazz festival were being sold across the Stanbic Bank branches in Lusaka, Kitwe and Ndola.
“The international artists will be arriving next week on three consecutive days. Grammy award winner Earl Klugh on Tuesday September 29, 2015; legendary Oliver Mtukudzi on Wednesday October 1, 2015; SAMA award winners Mi Casa on Friday October 2, 2015,” Mr. Siame said.

He said the VIP tickets which were pegged at K700.00 were selling quickly.

Mr. Siame said a number of corporate companies had been purchasing tickets in bulk for their clients and staff.

He saif the festival was also giving out free tickets as part of their outreach programme. Mr. Siame said the tickets were being given to the public through the partners that had been engaged in the programme.

“These partners include; Multi Choice Zambia which is giving away 60 tickets to their clients, and, various media houses who are giving away for their listeners and viewers. The Bank is also running a social media campaign on the Stanbic Jazz Festival Facebook page with the hashtag #StanbicJazzSquad. The Facebook food group Kupikilila will also get to be a part of the festival through a competition to be introduced,” he said. Mr. Siame said tickets for the general admission were K450 for the Standard area and K700 for VIP seats.

“We typically are seeing that the VIP tickets are moving very rapidly as people have seen the caliber of artists that are coming for the festival. All tickets are pre-sale tickets and not selling on the day of the shows and tickets are selling very quickly in the VIP space,” he said.

And Stanbic jazz festival promoter Mr. Ignatius Anayawa said the security for this year’s jazz festival had been tightened and that tickets had barcodes which would be scanned when ticket holders present their tickets at the entrance. “Security wise, we have done a lot to avoid some of the complications that happened last year. As such there is only one entrance to get in a separation right from the elevators. VIP to the left and standard to the right,” said Mr. Anayawa.

UPND can triumph even in the face of police brutality and PF thuggery says Hakainde Hichilema

UPND leader Hakainde Hichilema says winning the Solwezi West parliamentary seat is an indication that his party can triumph even in the face of police brutality and PF thuggery.

Mr. Hichilema said he knows that Teddy Kasonso will serve the people of Solwezi West well even in the short time before the next elections.

“The result of the Solwezi West par by election which saw our candidate Teddy Kasonso win with an overwhelming majority of more than 75 per cent shows that together we can triumph even in the face of police brutality and PF thuggery. Our congratulations go to the newly elected Hon. Teddy Kasonso,” Mr. Hichilema said.

He thanked the campaigners and the people who turned out to vote in yesterday’s parliamentary and ward by elections.
“Our fellow citizens in both Lubansenshi and Solwezi West braved violence, intimidation and threats to exercise their democratic right and vote for change that addresses the current economic challenges they are facing,” he said.

Mr. Hichilema said the voters of Solwezi West, and to a large extent Lubansenshi, had sent a powerful message to the PF government that using taxpayers money to corrupt the mind of voters would not work in 2016.

He said the pain was too much and that the people were suffering. “They have seen that the current PF government does not care for the people. Look how they behave, instead of addressing the economic problems and challenges at home even the President himself is more concerned about travelling around, spending money on allowances while civil servants at home go without salaries,” he said.

Mr. Hichilema said despite falling short in the Lubansenshi parliamentary by election, Patrick Mucheleka was and still was a very strong candidate and the best for Lubansenshi.

He said Mucheleka did his best to retain that seat and continue serving the people of Lubansenshi, but that was not to be.

“I would like to urge Patrick not to lose heart, but forge ahead and continue serving the people of Lubansenshi as before. We all know that the PF is preoccupied with winning elections, after that they forget the people that put them in power,” he said.

Mr. Hichilema said as more and more Zambians from across the country joined their party they were better able to reveal the interference and manipulation by the PF. “The trend is in our favour and in 2016 together we can win the elections and get started immediately on addressing the various important issues at hand, stabilising the economy, addressing management issues in the power sector, passing on oil price falls to the consumer, delivering the people-driven constitution and addressing the crisis in higher education,” Hichilema said.

“Let us now get the voting instruments we need so that come 2016 we can vote together come rain or shine to move Zambia Forward.”

29,363 people registered as voters in Lusaka

LUSAKA district has recorded 29, 363 voters since the Voter Registration exercise started on September 14, 2015.

Lusaka district electoral officer (DEO) Alex Mwansa said the figure represented the period from Monday September 14 2015 to Sunday September 20, 2015.

“Lusaka district has recorded an overwhelming 29, 363 voters since the Voter Registration exercise commenced on 14th September, 2015,” Mr. Mwansa said.

He said he was encouraged with the number of registered voters and appealed to more would-be voters to take advantage of the registration period which commenced on Monday, 14th September and would end on Wednesday, 11th November, 2015.

Mr. Mwansa said of the 29, 363 captured voters, 20, 415 were new registrations of which 7, 092 are females and 13, 323 are males, while 9, 354 are re-registering with 3,194 being females and 6, 160 being males.

“Among the constituencies that have recorded the highest number of registered voters are Mandevu with 6, 150 followed by Matero 4,452 and Kanyama with 4, 247. Three reports of deceased persons were recorded in Mandevu constituency,” Mr. Mwansa said.

“I am impressed with the number of people who have registered as voters for the 2016 general elections. I am particularly happy with the number of new registrations, especially the youths who have show special interest to vote for the first time.”

Mr. Mwansa appealed to all youths and women that had attained the age of 18 or those that would have attained 18 years by 31st July, 2015 to register as voters because they too, are eligible to vote.

He also urged all those that may have lost their voters cards or their National Registration Cards (NRC) or those that have either their NRC’s or voters cards defaced or damaged to go and have them replaced.

Mr. Mwansa said the Electoral Commission of Zambia (ECZ) in collaboration with the Ministry of Home Affairs had made it easier to obtain a police report at the registration centres.

He said some registration centres in the first phase may move to other centres in the second phase, while others will remain because of the high turnout of people being recorded at some places where there are many registration streams.
“Some registration centres in Lusaka Central, Chawama and Matero constituency may not move in the second phase; for example at Chawama Community Hall, Lusaka City Library and George Central Primary School, Kizito Primary School and New Matero Boys School,” said Mr. Mwansa.

Stanbic Jazz Festival, Artist feature: Oliver Mtukudzi

All his life when he recorded his debut single in 1975 to this day – 61 albums on – Oliver Mtukudzi has written and performed some of the most heart rending music against hatred and violence. He has composed music appealing for restraint, for tolerance…music about self-discipline and peace amongst the people of the world. Yet he also composed the day-to-day social context music about life and the essence of ubantu (humanity).His music has continued to touch people in many different ways, guiding and stirring past generations in the same manner the compositions will impact on the future.

Oliver’s musical career started at the age of 23 with the 1975 release of his debut single, Stop After Orange. He only went professional two years later in 1977 when he teamed up with Thomas Mapfumo of the famous Wagon Wheels Band and recording Dzandimomotera which was inspired directly by Zimbabwe’s 1970s war of liberation. The song depicted the black man’s life struggles under the minority white settler regime.

In 1979 Oliver left Wagon Wheels to launch a solo career and forming his own band The Black Spirits – a group of rag-tag young stylish ghetto boys who were to become a sure force on the music scene, progressing into a household name in the ensuing years.

To this day Oliver incorporates the aspect of self-discipline and tolerance in his repertoires.  He is emotional about the socio-cultural norms and principles that govern the Shona traditional way of life particularly the respect for the next person. Success did not come easy for Oliver who also hit hard times along the way, splitting with his band but moving on with other backing groups notably the KweKwe based Zig Zag Band in Zimbabwe’s Midlands province, 213 kilometers south of Harare, where Oliver relocated and also lived for many years.

Zambia wins kudos for adopting road safety as a governance issue

THE Road Transport and Safety Agency executive director Zindaba Soko says the agency is committed to fulfilling the United Nations Decade of Action target of reducing road traffic fatalities by fifty percent by the year 2020.

During the IRF and CHTS 2015 China Congress and Annual Meeting in China, Mr. Soko said the Zambian government had put up measures to achieve the implementation of the UN Decade of Action on Road Safety.

“The Zambian government has focused on developing plans and strategies to stabilise and reduce fatalities arising from the crashes. The government through RTSA has made a significant strides in implementing the road safety action which has been aligned to the United Nations Decade of Action for Road Safety and the African Road Safety Action Plan whose aspirations are to reduce road traffic fatalities by 50 percent by 2020,” Mr. Soko said.

This is according to a statement released by RTSA public relations officer Fredrick Mubanga.

Mr. Soko said in a bid to create a more effective and holistic approach to road safety management, Zambia was the first country in Africa to develop a Memorandum on Road Safety.

He said RTSA in liaison with the Ministry of Transport and Communications last year signed a Memorandum of Understanding on Road Safety with eight (8) government ministries as a way of harmonizing road safety management.

Mr. Soko said RTSA was determined to reduce road traffic fatalities in Zambia through a multisectorial approach.

He called for engagement of all stakeholders in promoting road safety education among all road users in the country.

Mr. Soko also called for Private Sector, Civil Society and media involvement in Road Safety Development in order for the country to achieve the reduction of accident fatalities by 50 per cent by 2020.

And the International Road Federation (IRF) said it was impressed with the progress Zambia was making to achieve the aspirations of the UN Decade of Action for Road Safety.

IRF Chairman and President, Mr. Kiran Kapila said Zambia had made tremendous strides in achieving the five pillars of the Decade of Action for Road Safety.

Mr. Kapila said the establishment of a lead agency to promote road safety in Zambia was a clear demonstration of the government’s political will to reducing the numbers of road traffic crashes and fatalities in the country.

fake RTSA officer jailed for 18 months imprisonment

THE fast track court has sentenced a 44 year old man to 18 months imprisonment with hard labour for personating public officers, making false documents and uttering a false document.

Road Transport and Safety Agency public relations manager Mukela Mangolwa appealed to members of the public to report any suspicious activities to RTSA on the toll free line 983 or report to any RTSA station.

“The Fast Track Court has sentenced a 44 years old man of Kanyama Compound to 18 months imprisonment with hard labour for personating public officers, making a false document and uttering a false document.

On the 1st Count, particulars of the offence are that Robin Muyengu on the unknown dates but between 30th August and 19th September 2015 falsely represented himself to a man of a named company to be a person employed as a Road Traffic Inspector at the Road Transport and Safety Agency (RTSA) when in fact not, this was contrary to Section 102(b) of the Penal Code Chapter 87 of the Laws of Zambia,” Mr. Mangolwa said.

He said Mr. Muyengu extorted a K300 from the named man as a charge for violating traffic regulations namely use of a handheld mobile phone while driving along Kafue road and later on demanded for a K1, 500.00 which made the named man to be suspicious and hence informed the RTSA management.
“Upon confronting Muyengu, the RTSA Officers discovered that he had a false Identity card bearing the RTSA Logo with the name James Fumpa and his portrait on it contrary to Section 347 of the Penal Code Chapter 87 of the Laws of Zambia,” he said.

Mr. Mangolwa said on the 3rd count, Mr. Muyengu had also been charged with an offence of uttering a false document contrary to section 232 and 357 of the Penal Code Chapter 87 of the Laws of Zambia.

South Africa grants Zambia permit to export pure honey

SOUTH Africa has granted Zambia, access to its pure honey market following what it terms as Zambia’s compliance to South Africa’s sanitary import requirements.

According to correspondence dated 25th September, 2015 from South Africa’s Department of Agriculture, Forestry and Fisheries, Zambia will now be able to export its pure honey into South Africa after the National Plant Protection Organisation (NPPO) of Zambia confirmed compliance to the requirements.

“The National Plant Protection Organisation of South Africa (NPPOZA) hereby wishes to inform the National Plant Protection Organisation (NPPO) of Zambia that after the NPPO of Zambia confirmed compliance to the sanitary import requirements for South Africa with regard to the importation of pure honey, a market access for pure honey from Zambia into South Africa has been granted,” the letter addressed to the Zambia Agricultural Research Institute and signed by Mr. Kgabo Matlala, Manager for International Plant Health Standards under the Department of Agriculture, Forestry and Fisheries of South Africa, said in part.

Mr. Matlala said that issuance of import permits for the importation of pure honey from Zambia into South Africa had already started.

“In our efforts to facilitate safe trade within the region, we look forward to future collaboration between the two NPPOs (National Plant Protection Organisations),” Mr. Matlala said in the letter.

And Zambia’s High Commissioner – Designate to South Africa, His Excellency Mr. Emmanuel Mwamba has welcomed the development saying this will go a long way in contributing to the improvement of lives of most rural Zambians and consequently to the development of the country’s economy.

Mr. Mwamba said it was encouraging that the long-standing issue had now been resolved and urged that all those trading in the commodity should ensure that they observe the conditions that Zambia and South Africa have agreed on through their respective government wings.

He, however, pointed out that some of the import requirements that still regulated the trade remained stringent and that Zambia would monitor the situation and engage South Africa to look at possibilities of relaxing some of the areas.

Under the permit which has just been issued, the honey should come from a country or zone free of Nosema ceranae (which is a small parasite that affects honey bees), or the honey should have been tested and found free of Nosema ceranae.

Pure honey shall only be packaged in closed and sealed new, unused, uncontaminated containers.

The permit also stipulates that on arrival of the consignment at the port of entry, a random sample may be drawn and sent to a laboratory for testing of Paenibacillus larvae (which causes American foulbrood disease, a highly contagious disease of bacterial origin affecting the larval and pupal stages of honeybees).

Should Paenibacillus larvae and Nosema ceranae be detected, notification of non-compliance shall be communicated to Zambia and all imports of honey shall be subjected to irradiation or sent back. South Africa will then advise Zambia of the actions to be taken.

All the honey is further required to be quarantined in Zambia at an approved quarantine facility by the department of veterinary services, at which point a sample will be drawn by a veterinary approved person and sent to an accredited laboratory for analysis of Nosema Ceranae and pollen. A valid certificate of analysis has to be obtained indicating the source of pollen, the lack Nosema Ceranae spores before a sanitary certificate can be issued.

This is according to a statement issued by Nicky Shabolyo, press secretary at the Zambian mission to South Africa.
